War and peace are so intertwined that it is often difficult to distinguish between them. The traditional approach of engaging in war to promote peace is questioned by a political order that is both stable and violent. Wars create an opportunity for several political actors, not always interested by peace, as they take advantage of disorder to impose their own rules.
